The Monarch Method settings saved on the household's accounts (inclusion toggle + purpose set): one entry per account that has a saved setting, so the front-end can hydrate its per-account toggles and selectors. Accounts with no entry are at their defaults (included, no purpose). Gated by the feat-monarch-method-web feature flag.
