dispatchSavingsGoalMigration

Asynchronously dispatch a Celery task to migrate Goal V2 models to SavingsGoal models. Returns immediately after dispatching; poll savingsGoalMigrationStatus to track progress.

  • Checks if household has already been migrated (returns error if yes)
  • Prevents duplicate dispatches via Redis-based status guard
  • Does NOT set migrated_to_savings_goals_at (allows backing out)
