setAccountTargetThreshold

Set (or clear) an account's target_threshold — the balance the projection alerts on.

This is the one projection write path the user can invoke directly (from the threshold-settings modal), so validation is strict. threshold = null clears the field; the engine then falls back to Account.get_effective_threshold() ($0 for assets, credit limit for liabilities). For credit cards the semantics read as "above the limit" rather than "below zero", but the field stores the same raw number — the frontend adapts the wording (TDD § threshold modal).

NOTE: named for target_threshold (the generic field shipped in AGG-2000), not the TDD's earlier overdraft_threshold term.
